I guarantee my iphone has three times the computing power and an order of magnitude more storage than the person's computer running Netscape Navigator 4.0.  Hell this is probably the first time somebody said "Netscape Navigator 4.0" in ten years.  Who ever you are, i understand your financial means are meager, but there are little computers called netbooks that only cost $200 and would outperform your 16bit Hewlett-Packard from 1995 by 300 fold and would catch you up to modern day technology.
